Helvar was the southern breadbasket of the fringe, the vast fertile fields are key to the survival of the people of the Fringe, and the vast population and territory have made Helvar wealthy and influential. The other nations often looked to Helvar to take the lead, even when they clashed amongst one another, and the Queens of Helvar were often called upon to mediate between other nations in times of tension. And so, when it became apparent that Helvar had fallen under the sway of Archal Deadeye in all but name, it was the beginning of the end for the rulers of the Fringe.

Helvar was the last of the great dynastic nations of the Fringe. Never big supporters of ruling lines, the rulers of Helvar held their position by having their rule ordained as the will of Jaron by the Jaronites. In return they were active supporters of the faith, giving it a home, and supporting many of its ventures with the wealth and properties of the realm. To the Jaronites, this patronage was always proof enough that Jaron supported the rule of the matriarchal Queens of Helvar and placed them in the world to strengthen the faith, and allow the faith's devotees to focus on spreading the word and wisdom of their prophet-divh. Perhaps this made Halena susceptible to domination by a stronger faith, but the surviving Jaronites feel utterly betrayed by Halena's support of their enemy the cult.

The common folk of Helvar once enjoyed the most levity of all of the peoples of the Fringe. The Queen was advised by a large council made up of anyone who could make their way into court, and anyone in the council had the right to speak (though the power to determine the council's agenda was a powerful post indeed). The Queen, meanwhile, had to go to the council in order to approve her use of any assets, such as lands or goods, owned by Helvar. Anyone could speak for or against a given proposition, and then the wealthiest fifteen landholders would vote to approve or deny the request. Those not present had no vote or voice. But since Deadeye took control he had the council approve the turning over of the state faith, and all of the tithes and properties once given to the Jaronites, to the Cult. Propositions presented by the queen come from him - all know it - and he has purchased and planted enough of the council that whatever he wants comes to fruition. And when wealth does not buy him allies, it is easy enough to turn the Cult on them, inspecting their faith, and offering up the souls (and goods) of those found wanting to Damuk.

So far everyone thus examined has been found severely wanting.

Archal Deadeye, Sixth Torch-Lord, Master of The Cult
The most feared man west of the desolation, Archal Deadeye would also like to add absolute ruler of the fringe to his accolades, and perhaps one day very soon he will.

Halena, Queen of Helvar
Broken and deflated, Queen Halena was the first of the rulers of the fringe to fall to Deadeye - in fact her simply gifting her nation to him was the first real notice that the other rulers of the fringe took of the Cult and its ruthless leader. Halena inherited into a court ruled over by it’s ‘guest’ Archaal Deadeye, emissary to the Cult, and into a title she always knew meant nothing, to lead a people who are nothing more than slaves.

Rekkt Nargar, Sanak of Helvar
Rekkt Nargar holds his position mostly due to his total lack of ambition. This immense slug of a man is the greatest guardian Deadeye could choose for his power-base, because the monstrous Sanak of Helvar cares for little beyond his loins and belly, and while these are satisfied his loyalty is absolute. So long as every vice is indulged he is Deadeye’s best man, though this quivering mass of flesh displays no real fear or respect for the the right arm, simply a mercenary devotion to his own deviant pleasure.
