Oratory Skill
The Oratory Skill is useful to anyone who wants to persuade, with language, that their point of view, opinion or belief is correct, or simply speak with passion and presence. The art of debate is useful in both spoken and written form, though obviously the speaker must share a common language with anyone he wants to influence in this manner. Oratory is not about brow beating or berating another individual into agreement, but presenting an argument in such a way that it either changes the target's opinion on a matter, or at least convinces the target to accept the validity of the character's belief or opinion. A bargainer might use the Bargaining or Persuasion skill to convince a trader to give him a good deal, either because he is making a good deal, or because finds the character likeable, but a character using rhetoric will try to convince the trader that his goods are in fact worth less than the asking price.
