The vast majority of settlements are built atop and around low mountains and are easily accessible only by flight, otherwise the mountains must be scaled or treacherous ill-kept trails must be used. Settlements are usually tiny: nearly always well under a thousand people, and locals seldom if ever leave the bounds of their home-town. People are agoraphobic and suspicious as a result, but the extreme dangers that live in the forest below more than justify this. Of course anyone who can afford a bird of their own remains quite mobile, and has a number of business opportunities.
